Anne Coke - President
Anne Coke has a diverse skill set in Software Development, Consulting and Landscape Design. The majority of Mrs. Coke’s professional career was serving as President and Owner of Visual Impact Imaging creators of the EARTHSCAPES landscape design software. This role required Mrs. Coke to serve as Software Development Project Manager as she worked with a global team of software engineers to develop and test iterations of B2B and B2C custom programming applications. Her role and duties as an Executive included consulting clients on technical issues, data aggregation and dissemination, developing company culture, building company brand, holding a presence in the marketplace and pursuing relationships for strategic partnerships.
Currently, Mrs. Coke serves as President of Coke Consulting, LLC- Creating Visuals that Make Decisions. Her role is developing relationships and promoting engineering and landscape design contractual services for agencies, consultants and contractors. She oversees and secures projects requiring evaluations of existing traffic systems. Anne Coke also produces photo renderings and layouts required for landscape projects and city beautification projects.
Shelby Coke, P.E., PTOE
Working as an extension of an Agency's staff, the goal of Coke Consulting is to help solve their performance measure issues by providing information to make decisions.
Mr. Coke serves as vice-president for Coke Consulting. His role is built around his previous experience leading teams in the traffic engineering field. This role at Coke Consulting aims to bring high quality performance measure analysis, signal timing, project management and facilitating successful corridor management practices. Mr. Coke has over 17 years of experience in many avenues of the traffic engineering field. His prior experience included embracing a role as a travel-time expert using bluetooth software at TrafficCast, Traffic Division head at ABMB Engineering and Project Manager at Neel-Schaffer Engineering.

Tahira Roark, P.E.
TSM&O Operations Engineer
Ms. Roark serves as the TSM&O Operations Engineer. She has experience at the district and state level in TSM&O and ITS program development. During her career she has worked on various TSM&O and ITS programs and specific projects. As a part of Coke Consulting, she will work with FDOT to evolve their TSM&O program as new initiatives and opportunities are identified. Using existing TSM&O Performance Measures and incorporating best practices from a local, state, and federal level Coke Consulting will assist the team in advancing the TSM&O program.
Matthew Weisman, P.E.
Lead Signal Timing Engineer
Mr. Matthew Weisman has over 13 years of experience in Traffic and ITS Engineering. He served eight years as the Traffic Engineer for the City of Gainesville, Florida overseeing the Division’s 30 employees. Duties included the management, design, implementation, operation, and maintenance of the county-wide advanced traffic management system (ATMS). In addition to Mr. Weisman’s general Traffic Engineering knowledge, his specialty skills include project management, traffic signal operations, traffic signal timing, adaptive signal control systems (ASCT), ATMS central software, modeling and simulation, automated data collection, detection systems, deployment and integration, TSM&O, active arterial management (AAM), dynamic message signs, network design, fiber optic and wireless networks, and traffic management center design and operation. He currently is fluent in the understanding of Miami-Dade County and FDOT District 6 requirements and specifications, hands on experience with all project hardware and equipment, and combined with his project management experience with large ATMS projects. Matthew’s other accolades include that he is Vice-President of the IMSA Florida Section, and is IMSA Level III certified. Because of his mastery of traffic signal timing and the Synchro software, Trafficware, the makers of Synchro, often require his services to instruct their three day training seminars. He has received numerous awards including the 2012 ITE Florida Section Young Transportation Engineer of the Year, the City of Gainesville 2011 Innovator of the Year Award, and the United States Department of Transportation Student of the Year Award 2010 presented at TRB in Washington, DC.

Ms. Wolfe, a graduate of Rollins College in Economics, brings an extensive skill set in statistical data computing and graphing. She holds a key role in our performance measure reporting and visualization efforts by building and maintaining templates. Ms. Wolfe's current focus is on arterial TSM&O dashboard studies and execution. TSM&O encompasses arterial management, monitoring and surveillance; advanced transportation management systems (ATMS); traffic operations; traffic safety; and studies.

Coke Consulting continues to expand our team hiring Mr. Setul Shah. Mr. Shah holds a Masters of Science in Civil Engineering from Tennessee Tech University. His Thesis Document, Telecommuting and its Impact on the Trips Made Daily by Telecommuters, shows Mr. Shah's passion for travel time studies. His knowledge in telecommuting trends was ideal for a recent Coke Consulting report of volume drop due to COVID-19. Mr. Shah will assist with arterial TSM&O dashboard studies and execution. TSM&O encompasses arterial management, monitoring and surveillance; advanced transportation management systems (ATMS); traffic operations; traffic safety; and studies. Scheduled to take the Fundamentals of Engineering Exam.
